2. About the Institution

About

Government Engineering College, Bharuch is one of eight new Government Engineering Colleges established by the Government of Gujarat in July 2004. The institute currently offers six undergraduate engineering programmes — Electrical Engineering, Mechanical Engineering, Chemical Engineering, Civil Engineering, Electronics & Communication Engineering, and Computer Engineering. Its academic programmes are approved by the All India Council for Technical Education (AICTE), and the college is affiliated to Gujarat Technological University (GTU), Ahmedabad. It is administered by the Department of Technical Education, Government of Gujarat. The campus is located within walking distance of both the Bharuch railway station and the bus station.

Directive

The college offers six engineering programmes at the undergraduate level to cater to the current and future needs of industry and society. The objective of the college is to remain at par with the changing technological environment.

All programmes are full-time undergraduate courses (Bachelor of Engineering) of 4 years / 8 semesters duration, affiliated to Gujarat Technological University (GTU) and approved by AICTE.

Class-IV / support staff (peons, messengers) assist across all sections. Academic monitoring is carried out by the respective Head of Department; overall monitoring is done by the Principal.

5. Powers & Duties of Officers and Employees

Principal

Head of Office. Exercises all administrative and financial powers delegated by the Government of Gujarat and is responsible for academic administration. Financial powers are exercised as per the General Financial Rules (GFR), contingency rules, and the delegation of financial powers laid down by the Government of Gujarat. Purchases, consultancy, and hostel admissions are carried out as per the applicable Government of Gujarat rules and resolutions.

Administrative Officer

Assists in all administrative duties and organizational coordination as per the instructions of the Head of Office.

Accounts Officer

Manages all financial matters of payment and receipt as per Government rules, acting as the Drawing and Disbursing Officer.

Store Officer

Carries out purchase of material and equipment as per the institute’s requirement and oversees the work of subordinate store staff.

Librarian

Manages all library functions for the students and faculty of the college.

Student Section In-charge

Maintains student records and liaises with the University on academic and other student-related activities, with the help of subordinate staff.

Rector

Responsible for hostel administration and for providing accommodation and other necessary facilities to resident students.

Professor

Manages development of the respective academic programme and consultancy, and coordinates the subordinate teaching and technical staff.

Associate & Assistant Professor

Teaching and other duties as assigned by the Principal and the Head of Department.

Lab Assistant & Instructional Staff

Maintain the laboratories and assist in conducting practical experiments.

Training & Placement Officer (TPO)

Looks after the training and placement activities of students, including:

  • Arranging placement drives and maintaining close liaison with industry for student placement.
  • Working in consultation with the Industry–Institute Interaction coordinator to organize lectures by industry professionals.
  • Collecting feedback from companies visiting for placement.
  • Arranging soft-skills and interview-skills training using institutional and external expertise.
  • Organizing entrepreneurship workshops.

6. Decision-Making Process, Supervision & Accountability

Decision-Making Channels

The establishment — comprising the Administrative Officer, Accounts Officer, and Store Officer — follows the rules of the Government of Gujarat for service, financial, and disciplinary matters, under the powers delegated to the institute. For all academic matters, the rules of Gujarat Technological University (GTU) and AICTE are followed.

Supervision & Accountability

Academic activities are monitored by the concerned Head of Department, who resolves academic issues under the guidance of the Principal. Overall supervision of the institute rests with the Principal.

Grievance Redressal & Statutory Cells

The following cells and committees are constituted as per the guidelines of GTU / AICTE / UGC to address grievances and safeguard student and staff welfare:
